Suspicious Mobile Antennas Found Around La Paz

Newspapers have been reporting on some suspicious mobile antennas found by some activist researchers around La Paz, keep in mind, it is the seat of government. Such antennas, the researchers say, are suspicious because they do not communicate but they are able to "hear" only. Now people are asking themselves who placed them there and what was their function.
El Diario reported on this here. The researchers' website says about themselves:
The Fake Antenna Detection Project has been managed by South Lighthouse, an organization aimed at designing, monitoring, controlling, consulting, and training projects oriented to the research and development of technologies at the service of worldwide human rights, security, and privacy.
It seems that the project people scanned the city-antennas in La Paz and El Alto looking for anomalies such as non-communicating antennas. The researchers say such antennas can be used to hear calls, capture data and so on. They also point that such equipment is usually used to train people to intercept communication.
The Washington Post actually was the first one media outlet to insinuate the antennas were being used to spy on some citizens and organizations by the governments.
Now, the Bolivian media are picking up on that suspicion and starting to ask more questions. One journalist seems to remember former President Morales to once and a while coming up with call lists, according to him proof, that the opposition was communicating with foreign elements or some other suggestions of treason of some sort. Other people remember there were some members of the oposition and even some journalists who had complained they thought they were being spied on. But, the media back then took that as baseless accusations.
